Paul Powers joined the New York State Department of Public Service in April 1995.  In his current position as Executive Deputy to the Chairman, he advises the Chairman on all significant regulatory, policy and administrative matters; supervises the operations of the Department as it relates to the development and implementation of regulatory policies applicable to gas, electric, water, telecommunications and cable companies; and oversees the Department's planning, organizational and staffing efforts.

In his previous position as Director of the Department’s Office of Electricity and Environment, he managed the activities of the technical staff with regard to providing input on electric ratesetting issues, ensuring the provision of safe and adequate electric service and implementing the restructuring of the electric industry in New York State.  In addition, he directed staff’s efforts in the area of environmental management and operations, including the assessment of environmental impacts of the Commission’s initiatives and the siting of new generation and transmission facilities. 

Prior to joining the Department of Public Service, Mr. Powers served as Acting Commissioner of Energy, coordinating the activities of the New York State Energy Office during its final months.  In late 1994, he was a member of then Governor-elect Pataki’s transition team, performing an advisory role on public authority, economic development and energy issues.  From 1984 to 1994, Mr. Powers served as a Legislative Analyst for the New York State Assembly Minority, specializing in energy and telecommunications issues.

Mr. Powers holds a Bachelor’s Degree in Biology from Union College and a Master’s Degree in Classics from Boston College.
